General Manager (Water and Utility Engineering)

Job Summary
Senior leadership role to drive turnaround, growth, and market expansion for a water and utility engineering business in Malaysia.
Responsibilities
- Lead the overall commercial strategy, business development, and project acquisition for the engineering platform.
- Personally originate, structure, price, and secure new projects across private, industrial, utility, and selected public-sector clients.
- Reposition the business from a legacy irrigation focus into a broader water and utility engineering solutions provider.
- Develop and execute a practical three-year growth roadmap covering priority sectors, target clients, and revenue mix.
- Build and maintain a robust, high-quality project pipeline with disciplined bid selection and margin control.
- Strengthen tender governance, pricing discipline, contract negotiation, claims management, and collections.
- Review and improve current business performance, including project margins, overheads, working capital, and resource utilisation.
- Expand the business into selected adjacent sectors such as plumbing, drainage, industrial water, wastewater, stormwater, pumping systems, and utilities.
- Grow recurring revenue streams through maintenance, retrofit, upgrade, and service-based offerings.
- Establish clear operating KPIs, management cadence, and reporting for commercial and project performance.
- Lead, align, and integrate existing design, operations, and delivery teams while preserving execution capability.
- Identify capability gaps and selectively strengthen the organisation to support growth and profitability.
Requirements
- Minimum 12 years of relevant experience in engineering, water, wastewater, utilities, plumbing, drainage, M&E, industrial projects, infrastructure, or EPC environments.
- Proven track record of personally originating and winning engineering or utility projects.
- Experience leading a P&L, business unit, division, or comparable commercial platform.
- Strong commercial judgement in tendering, pricing, contract negotiation, and project selection.
- Demonstrated ability to drive business turnaround, growth, and market expansion in challenging environments.
- Experience repositioning or expanding a business into adjacent or new market sectors is an added advantage.
- Established professional network across developers, consultants, contractors, utilities, industrial operators, or GLCs in Malaysia is an added advantage.
- Experience building recurring service, maintenance, or retrofit revenue streams is an added advantage.
- Strong leadership capability to align teams, improve accountability, and instil a performance-driven culture.
